Case study
Social Media Feed and Leaflet Design
Client: Home Affairs Department
Background
The Home Affairs Department regulates hotels and guesthouses in Hong Kong under the Hotel and Guesthouse Accommodation Ordinance (Cap. 349). After a legislative amendment in 2020 introduced stricter requirements for licensing, they needed a way to communicate these changes clearly to applicants and the public.
What They Needed
The challenge was to explain technical requirements — from property use restrictions to licence differentiation — in a way that was easy to digest on social media and accessible to the general public.
Our Approach
We designed around ten bilingual infographics (Traditional Chinese and English) that each highlighted a specific licensing requirement, such as no-use restriction rules, local consultation processes, fit-and-proper criteria, and the distinction between hotel and guesthouse licences.
Our creative direction was inspired by the concept of a “condensed info-pack”. Each infographic used bold visuals, simple punch lines, and concise bilingual copywriting to ensure information could be understood at a glance. Design choices were guided by long-term neutrality, gender balance, and suitability for both government communication and social media engagement.
In addition to the infographics, we designed a bilingual A5 folded leaflet that provided a structured, easy-to-print reference for distribution. The layout and artwork were produced to professional print standards, ensuring consistency across both digital and physical formats.
The Result
The project successfully turned dense regulatory content into clear, engaging communication materials. The infographics and leaflet improved public understanding of the licensing requirements, supported compliance among applicants and licensees, and enhanced transparency in how the ordinance is applied. By combining strong visual design with careful attention to messaging, the campaign delivered clarity and confidence for both HAD and its audiences.
